I have a question about an old movie from the 90's?

It was a cartoon about a couple of animals and their like teacher who made like mini flying machines. At one point humans came in a gassed the forest and took some of the animals. There was also a evil owl with a messed up eye. If anyone knows what it is I love you!!!!
