90s cartoon about mutants?

I can't remember much about this show, but I saw it when I was a kid (so in the 90s). It had this main character who was a preteen or teen and his power made him excrete green slime that made him into a this super powerful guy with a child's views and emotional controls. I also remember this other main character who was strong and tough and used his power to be an action movie star. The thing that really sticks with me is that he was just a normal guy until some blue lightning sent from the moon (an alien crash landed there or something and needed help so it gave these powers to several people they would come help it) hit him and gave him the powers. Does anyone know the name of the show?
